About the District
Varner Creek Utility District (District) was created by enactment of the Legislature of the State of Texas in 1971. The District operates under Chapter 49 and 54 of the Texas Water code and is subject to the continuing supervision of the Texas Commission on Environmental Quality (the TCEQ.) The principal functions of the District are to finance, construct, own, and operate waterworks, wastewater, and drainage facilities and to provide such facilities and service to the customers of the District. In 2006, the District was granted the power to repair or maintain streets.

The VCUD Board of Directors consists of five members elected by the public. The Board has the authority to make decisions, appoint administrators and managers, significantly influence operations, and has the primary accountability for fiscal matters. The Board holds a regular meeting the third Wednesday of every month at 9:30 a.m. in the Columbia Lakes Information Center back conference room. Special meetings are called as necessary. The public is informed of all regular and special meetings by public notice posted at the Brazoria County Courthouse, the Columbia Lakes Post Office, and on the door at the Administrator's office located at 310 E. Brazos Avenue, West Columbia, at least 72 hours prior to the meeting, as required by the Open Meetings Act. All meetings are open to the public, and interested residents are encouraged to attend.

Water usage is read using Smart Meter cellular upload technology. The  account billing and payment collection services are performed by 1st Capital Business Services.  In addition, the District shares the capacity at the City’s Waste Treatment facility and pays the city a monthly fee for usage.  

The District currently has Debt Service payments on outstanding bonds issued to replace and repair community infrastructure, including the roads and sanitary sewer lines. The District levies a property tax on each landowner to make the Debt Service payments that varies each year according to payment requirements.

In May 2006, voters approved a Maintenance and Operations tax. This tax is levied on each landowner along with the Debt Service tax and is used to maintain the District’s facilities and equipment.  

The District contracts with a local company to act as System Operator. The Operator is licensed and certified by the State of Texas to monitor and maintain the water and sewer systems.
